Cuomo made the remarks during an event to promote the Reproductive Health Act, legislation he is pushing that would bolster women’s rights to abortions in New York.

Cuomo is also proposing the Comprehensive Contraception Coverage Act, which would improve access to birth control.

Cuomo vowed not to sign a state budget this spring if the two pieces of legislation aren’t first approved by state lawmakers.

The governor added that he wants to “take it a step further” and pass a constitutional amendment that would write a provision into the constitution “protecting a woman’s right to control her own reproductive health.”

“We’ll pass it next year, we’ll put it on the ballot, we’ll write it into the constitution and we’ll be able to say we have protected women’s rights in a way that no one else has before,” he said.
